Observer note option unavailable to Group Viewer

The Focus setting is turned on, and I, as administrator, see the "create observation note option," but the group viewer (department chair) still sees "year off" in that field when she logs in (which I verified. Tried toggling focus on and off, confirmed the group viewer status. Nada.

My answer was having trouble showing up due to some HTML issues. Anyway here it is again:

Users with a Focus Setting of “Year Off” just need to have their Focus set to one of the available options; Observation, Mid-Cycle Conversation or Project. The “Year Off” just indicates a Focus hasn’t been set.

So to switch the user from “Year Off”, the Folio Admin or their Supervisor (or Group Viewer if that user is a member of the Group Viewer’s Group) can go to Roll Call, click on the “Focus Setting” link, and check one of the boxes in the Focus column. In this case the Focus to set would be Observation.
